The UndervoteHelper text will be read, even when there are no undervotes for a given contest. Reproduced on Windows 10 with NVDA and Acrobat XI.

Upon further inspection the subform is not hidden, rather the Floating Field is set to "". I tested setting "" to a non empty string, and NVDA read the updated value. I also tried setting the field to null, but then the issue reappeared.
