Syckes-Picot check for wrong flag when Ottomans defying congress

Currently the ENG decision 'sykes_picot_agreement_no_great_war' in 'FlavourMod_MiddleEast.txt' requires the Ottomans to have the country flag 'ottomans_to_turks' (which seems to be fine) OR for ENG to have the country flag 'turks_defy_congress', but this second one cant ever happen because 'turks_defy_congress' is the country flag Russia gets from its decision to dismantle the Ottomans. I think the decision should check for 'oe_refused_congress', which is the flag all GPs get when the Ototomans refuse the results of the Berlin congress, as presumably intended.
