Limit entries shown in list builders

In the list builder pages, e.g. https://www.submission.io500.org/submissions/build/sc23/ten for the 10-node lists it should only list entries that are matching the requirements for that list (i.e. 10 nodes used). Similarly, for the two Production lists it should only list entries with production storage systems (once issue #10 is fixed).

This will reduce errors when creating the lists, which seems very likely now given the number of sites that have multiple submissions for the different lists.
