RFE: bring back inline functions declared in fompi_internal.h. #2

As discussed in #1, a short term workaround was implemented which removes the inline definitions in fompi_intrenal.h and the relevant .c files.

This issue is logged as a reminder to re-visit that change and re-declare the relevant functions as static inline in fompi_internal.h, where practical.
