As the Ubuntu 20.04 runner image will be fully unsupported by April 1, 2025, we are switching to 22.04.

These changes also reduce the workflow(s) running time. For example, before the changes, the Komodo Linux CI run took 17m 49s, and after the changes, it took 16m 23s. Not a huge time savings, but still an improvement. We don’t really need to upgrade all system-installed packages before the build.

p.s. More commits may be added.

Confirmed CI workflow produces functional binaries for linux.
Can we please also update https://github.com/KomodoPlatform/komodo/blob/master/.github/workflows/komodod_cd.yml as this is used for the dockerhub image

This PR has nothing to do with the master branch. To update the mentioned komodod_cd.yml, we need to create a separate PR from dev to master.

I.e. komodod_cd.yml in patch-update-runner branch is already updated.
