If it's running there is no restart button, at the moment you must ask to change the status in admin.

Resubmit button has been enabled also for running plugin.
This will fix the issue but will cause other issues if you re run the plugin while is running.
Need test.

With version 2.0 running a plugin already running doesn't cause issue.
