Festival aka off-grid mode

Can we support non-internet communication like for a LORA or otherwise local network on festivals? Ideally without needing to use fully separate DHT so that the connections survive the event and last into regular day to day life.

There seems to be local network discovery in Veilid, which might also work local first in an off-grid setting. Not sure yet how coming back to the network later looks, i.e. if consensus on DHT records can be guaranteed.
