Fixes after feedback from A2000 testing by GadgetUK164

* A2000 + A2091 has issues, the 2091s ram has errors when we are also configured
** Register CFGIN at the end of a bus cycle
** Assert autoconfig_cycle earlier (by switching from registered to combinational logic) so that cycles can be referenced by rising/falling edge of UDSn rather than clock
** Reset value of ram_cycle corrected
** Buffers no longer activated during reset (caused by incorrect ram_cycle reset value) fixes #1
** Narrower buffer_oe to fix potential clashes with zorro buffers on A2000
