When magic-folders first starts up it should ensure that the "status" object is in an appropriate state.

When a LocalSnapshot is created, for example, it is considered "queued". This will not be reflected on startup if a LocalSnapshot exists (i.e. that snapshot was not uploaded before magic-folders stopped).
