It's a little unclear whether this is an alternate way to move, separately from Commanding the Imperial Fleet, since you are moving many ships you normally could not in the first place.
Some read Movement Law to apply to all instances of "move" for Regents, regardless of their modification or nesting within a New Action like Guide. Under this reading, Force Beams momentarily expands the "pool" of movable ships, but does not thwart Movement Law (partly because it is not a "modifier in a play area.").
A ruling on this issue may or may not apply to Passage Storms (When Secured).
