As written, the Warden card Claims of Nobility does not require the card to be successfully attached in order to place the seat. This is very similar to the Refugees cards, which were given an errata. Should Claims of Nobility be changed to "Attach this to a court card to place a seat..."?

My reading is this is unnecessary. The reason is because this is a Forced Attach, which will always succeed. The refugee cards need that clarification because it's possible for the player to not be able to build a free city.
If you do the action deliberately (ie. As a new action, replacing tax) surely it doesn't count as forced? If so, Spreading the Faith's teach would be forced.

Yes, strictly speaking, normal attach cannot ignore the attachment limit. So this probably does need some fix. Good catch
