General FAQ - Flagship players can be ceded buildings

There is no real controversy here, but I’ve see at least a dozen players confused as to whether they are precluded from being Ceded buildings in a Summit because they have a Flagship. Folks generally tend to agree they can, but the rulebook steers clear of suggesting it and many initially infer they can’t. An addition to the Campaign FAQ addressing this issue would be helpful. Thank you!
