Q: How does Fire Rifles interact with the Imperial Truce Law?
A: The action causes harm in the target system by choosing a defender. If an Imperial ship is present in the target system, you cannot Fire Rifles at a Regent there. However, you do not cause harm in the system you are firing from, so you may fire at a Regent even if there are Imperial ships in your originating system.

EDIT: It might be good for an FAQ to include the timing for the harm for the purposes of Feudal Law/ Empathy for All Outrage. I submit that it should be specified as “after dealing hits and before raiding.”

While it's seemingly undisputed that Galactic Rifles' Fire Rifles action causes harm in the target system only, this is unclear at first to many players.
