[Bug]: diocesan feasts are not moved when there is a coincidence with a higher ranking liturgical event

What happened?

After successfully creating a test that applies only to a diocesan calendar (in this case, the Diocese of Rotterdam in the Netherlands), and then running the test in the tests interface, I found that Diocesan Feasts are simply suppressed if they fall on a Sunday. They should probably get moved instead of being suppressed?
