Switch the attached Jira issue to "To Do" when submitting a change requrest on GitHub (OSOE-569)

Only when the Jira issue's current status is Done or In Review to avoid any complications. Submitting a review in GH should update the associated Jira issue. This way the reviewer doesn't have to remember to go back to Jira after the review.

To clarify: This shouldn't happen if the result of the submitted review is not "changes requested", i.e. approve or comment.
