the hashmap currently provided by Request.headers(Allocator) does not currently support this

first noticed this because HTTP/1.1 clients will send headers as Cookie and Set-Cookie

however, http/2 clients will sent the same headers as cookie and set-cookie

thus making the name inaccessible unless both are checked
