Move scripts/lcov.sh to the framework and adapt paths where needed.

Note that the contents are not identical between 3.6 and development, since development has been adapted to tf-psa-crypto (by Mbed-TLS/mbedtls#8395) but not 3.6. However, the version from development should work for 3.6 as well (but be sure to double-check).
