Why @graphql-tools/utils is in dependencies instead of peerDependencies?

As I see in type-graphql package @graphql-tools/utils is in devDependencies. So why is it different in this project?
And does it make any impact(just curious about impact)?

Because of this line:

typegraphql-nestjs/src/helpers.ts

Line 1 in 3fc0038

import { printSchemaWithDirectives } from "@graphql-tools/utils";

Which is required to make it work with apollo federation.
