ACL does not seem to be applied to loadbalancer config #77

Scenario:

VPC
Tier
1 or more VMs
Acquire public ip address
Config loadbalancer say port 80 to one or more VM
Confirm this works OK
Set default_deny acl (or custom acl blocking your ip)
Acl doesn't do anything, it is open for all

Most likely related to the way loadbalancing works (HAproxy).
