Padding on td's under Filter options bumps out over intended width

When there are long labels, you end up with

Probably better to align to the left and right of the intended space.

UPDATE: only happens in the 'expanded' view, which puts things into anther table
UPDATE 2: only visible when zoomed in to about 120%

And, clicking on the actual value reloads the page
And, nothing prevents doing the same filter twice

The prime culprit appears to be "Ethylenediaminetetraacetic" in the subject heading in ETD being long enough to push the table width out. So, a pretty specialized case.

Width values for that modal and the list of items are pretty tightly bound together and looks like adjusted by javascript, making any changes to accommodate long labels spill over into page redesign. Moving to #162 as won't fix.
