deprecate this repo, all further utils development to take place in NCEPLIBS-g2 #351

Since NCEPLIBS-g2-4.0.0 the utilities are part of the g2 project.

Update the README to reflect this, and transfer all remaining issues to the g2 project. Close all projects.
