Can someone confirm that the README here is up to date?

We have a page for NUpbr on NUbook but it has not been updated in a while.
https://nubook.nubots.net/system/tools/nupbr
It would also be good to consolidate the docs to NUbook, rather than having a long readme here. ie just link to NUbook here and move everything here to NUbook if not already there.
