We need a QEMU driver so developers and tester could rely on their local hypervisor to boot new execution servers.

This npm package could facilitate a lot of work. https://www.npmjs.com/package/libvirt
It is a basic wrapper for libvirt, thus we will still need to deal with raw XML.
