Enable V8 symbols using from application's package.json file

Is your feature request related to a problem? Please describe.
Currently the only way to enable using V8 symbols in the runtime is either through adding useV8Symbols in a plugin's package.json file in section nativescript or by manually changing the build.gradle in the platforms/android folder to load the nativescript-regular runtime version.
