In certain situations, it is required to run something in the project level
settings.gradleusually to add local android projects other than:app. The following PR adds support for a plugin namedsettings.gradlewhich can be placed insideAppResources/android/settings.gradle. When the build starts it is run inside platforms/android/settings.gradle.
