Create a user interface for the MAC/IP binding feature.

Required changes inside the DHCP section:

interface list: each interface should display inside the card if the MAC binding is enable or not
edit settings: each interface with a static IP should have an option to enable the MAC binding, even if the DHCP server is not enabled

The MAC binding option can have 3 states:

disabled
soft binding
hard binding
