Seriously, do something about this. The very least you should respect forum bans in shoutbox also -> remove the ability to post in the shoutbox if the user has forum bans. This is a really nasty problem.

100% no tools to combat spammers, unwanted users etc.

I think you should put this on the top of your list and put the 5 minutes of work into it that it would take to implement, bugtest and release this feature.

Not abandoned, just that full time internship means less time for things like this.
