Diff between spec and DDL for observation_period table

Thanks @pavgra for finding this, the specification is correct in this case and OBSERVATION_PERIOD_START_DATETIME/OBSERVATION_PERIOD_END_DATETIME should not be in the DDL. This is fixed in the most recent release.
