Change name to OS2_project_template

To align with the software development lifecycle (SDLC) proposed in version 1.1 of the os2governance this repo should be renamed to signify that it is a template for use when you start a new project, and that everything starts as projects.

One or more of the following methods could solve this issue:

• Move the template to the os2sandbox and rename it to signify that this is where projects start.
• Link to this template from a newly created "Getting Started with OS2 projects" guide available from the front page of the OS2offdig organisation
• Keep the template here, just rename it to signify the SDLC
• Some other suggestions that makes it clear and evident how to get started and how to contribute with a new project.
