Some it makes sense to request 1 license but multiple nodes.
Others you need multiple licenses, even with a single node, to do any time of parallelization.
Commercial users may need to specify different licenses flags from academic users.
We need to identify all the example use cases (what the user is and what job submission parameters they want to submit) and then ensure that:
for each use case, the proper user interface is presented (so for example, you aren't requesting multiple nodes if the licenses+configuration chosen will not let you choose multiple nodes)
for each use case the correct license is chosen (so commercial users don't request an academic license)
