Add --watch to Janis translate for immediate translation #51

As a workflow / command line tool author, I frequently want to see the translation of the tool I'm building for two reasons:

Get an idea for the command line that will be generated
Check to ensure I'm writing valid Janis code

If janis-assistant in the translate method watched for file-saves, we could get a real-time WDL translation for example.
