Wrong code for Cyclic Shift problem in HackerEarth

The code written was in good style but it is not complete.
It is only working when shift is 2.
When submitting the answer all the results are wrong.

I have written my own code and it got Accepted for all the cases except 2, which is giving "EOF" line error. So I was looking someone else's answer and found this. This code not even calculating the decimal values of the binary string.
