Shal'aran Suramar Phasing not working

Describe the bug
When progressions through the Suramar main storyline Shalaran does not seem to update the phase correctly. Only the middle tree seems to get 3/4 of teh way there the rest stays the same

To Reproduce
Steps to reproduce the behavior:
Progress through legion storyline (Suramar)

Expected behavior
The phase in Shalaran will update with the new NPCs and surroundings
