Allow maneuver relations to be spelled the British way #4950

#4676 implemented support for a maneuver relation type with the maneuver tag. The norm for OpenStreetMap tags is British English spelling (with some notable exceptions), so manoeuvre should be honoured as a synonym for maneuver. Here’s a relation that uses the Commonwealth English spelling despite being located in the United States.
