ISO Directive Part 2:2018 Clause 13.3 "Mandatory, conditional or optional?"
"The Introduction is an optional element. It is only mandatory if a specific patent right has been identified during the development of the document."
Is the paragraph "At the time of publication, no notice had been received by SMPTE claiming patent rights essential to the implementation of this Engineering Document ..." counts towards identifying patent right?
2/ Normative (requirement) in informative Introduction
ISO Directive Part 2:2018 Clause 13.2 "Normative or informative?"
"The Introduction is an informative element. It shall not contain requirements."
Wordings for intellectual property such as "... some of the elements of this document may be the subject of patent rights. SMPTE shall not be held responsible for identifying any or all such patent rights." in which the "may" and "shall" are requirements.
These words must be adjusted if the intellectual property statements are included in the informative Introduction.

I caught that, as well after I submitted the template for review.
Per ISO Directives, patent language appears in the Introduction.
We should consider changing the language of the patent statement. The patent statement itself is not a normative requirement of a Standard, Engineering Guideline, or Recommended Practice, i.e., it does not play a part in conformance to the ST, EG, or RP.
