What is the meaning of the last sentence of the first paragraph

  • in simple terms does “supporting Documentation” refer to “comment” and “patents”
    or just “patents”

Is this better !!!!

Recipients of this document are strongly encouraged to submit, with their comments and supporting documentation, notification of any relevant patent rights of which they are aware and to provide supporting documentation

Or are comments - just comments on general matters and the notification of patent is a separate activity?
