I do not have access to AG-16 3.2 and the ITU document
BUT this boiler plate is probably ultra Vires (almost) as the Bylaws (And the Articles of Incorporation ) do NOT mention Standards at all.
I would have expected some few words in Bylaws Article 1 Section 3 and a recital between e and f in the
I do not know why the Board omitted standards (and archives ) from the Bylaws .. I would assume that there would be good reason.
Whilst I would normally use a phases such as “SMPTE is an international members society set up / is a NFP to educate ... and it is also an SDO “. I can see that starting the Forward with such a Phrase is not helpful
However they Formal status of SMPTE should be stated - and thus I would retain the first sentence SMPTE (the Society of Motion Picture and Television Engineers) is an internationally-recognized standards developing organization.
and rework the second sentence something like
SMPTE is a Not for Profit Members Society set up to educate and is Headquartered and incorporated in the United States of America. (period), SMPTE has members in over 80 countries on six continents
I think that this is part of what Pat Griffis is talking when he says that he wants to rebrand SMPTE -
My feeling is that he, like many SMPTE members and others, do not see SMPTE as the wider community of Members active across the world ... but (mostly) as a SDO.
I would hope that John Ferder as pointed this out to you ,,,see GovOM8.5 first sentence ..
and his name in the Articles as are Hans Hoffman - which were signed by Pat Griffis!!!!!!!!!
