[Coin Selection] Common label consolidation #425

Label based coin selection:

If a transaction requires more than 1 utxo; preference should go to using UTXOs with the same label and override any other coin selection mechanism.
If only a single utxo is required for a transaction, UTXOs that have common labels should be avoided (they are preffered in multi utxo transactions to be paired) - a UTXO without a shared label should be preferred
Where possible avoid mixing utxos with different labels
