WAPopupAnchorTag overrides #name: of WAAnchorTag with different semantics

 - WAAnchorTag implements #name: which sets the name attribute.
 - WAPopupAnchorTag overrides #name: which sets the window title of the popup window
This is quite uncool.

a possible solution could be:
 - add WAPopupAnchorTag >> #windowTitle: (or similar)
 - deprecate WAPopupAnchorTag >> #name: in favor of #windowTitle:
at some point later (probably 3.1)
 - remove WAPopupAnchorTag >> #name: and use the one inherited from WAAnchorTag
