[Suggestion] Add Cooldown when Enderpearl Lands + Something saying Pearl Cooldown is off. #11

Basically, whenever the pearl lands the timer STARTS and then whenever the timer is done it says in chat (configuarable) "You are off of pearl cooldown" and a placeholder for it if you can.
