Local declaration vs Global declaration

I am completely new to programming and was wondering if someone could clarify local versus global declaration for me. Everything I have researched has stated to avoid global if possible, but my data structure professor says to avoid local. I know each has its limitations, but I am under the impression that global causes more harm than good. Can someone please clarify this for me? thanks.
