[Scrutinizer-CI] Adjust configuration to skip useless comments #115

Right now, while WebBundle & CoreBundle are here S-CI creates tons of useless comments inside of spec/ or Behat/ folders, this is done because it still contains old config where spec/ was black listed, but only in root, not recursively.
