Building with USE_JSON requires USE_SOFA

Building the CMAKE on Windows 7 with QT and MingW64 with USE_JSON enabled but USE_SOFA disabled fails as class GcrsToItrsRotationModelSettings is undefined in Tudat/JsonInterface/Environment/rotationModel.cpp line 118

This can be tracked to the header file where class GcrsToItrsRotationModelSettings is only defined if USE_SOFA is enabled.

Not a big issue for me as I am happy to use sofa. I just noted the issue.

Thanks for pointing this out, we'll update the code to fix this in a future commit.
