SEM-526 Add github workflow
Since the move from gitlab to here, there have been no builds for libCharon because there's no github actions workflow defined.
This PR adds the workflow, and some other changes to update the repository to work with the rest of the workflows.
Heavily inspired by https://github.com/Ultimaker/libSmeagol/commit/f543d0cbe6bbe45ab93382eaf3e9115aa2113b8f.
To get the CI running for libCharon, a slight adjustment had to be made to
python-quality-control: Ultimaker/python-quality-control#17
