a plugin that can encode/decode/transcode using V4L or the Rockchip VPU. should be possible to do this using ffmpeg, but no clue how though, but Jellyfin supports both.

likely something like the existing x264/265 plugin could be reworked to use V4L or the Rockvhip VPU.
i know this will be slower than using a dedicated GPU or a better system, but i currently have no other options while testing, though i might soon get a ZimaBlade to replace some of my many devices(several pi 4's and a single rock5b)
in the meantime, something slow, but steady on one of my existing devices would be great.
i do suspect even if it's badly implemented at first, it will be faster than my current 1.5-2.5 i got with a test file.
