According our license VCity is the owner of the code of the repository, thus everyone submiting a PR is giving up its code property.

Our choice of EULA (End User License Agreemeent), that is LGPL3, does not clarify the contribution issue (but only the usage and derived works). What we need is an additional contributors license agreement. Some online hints/references (CLA = Contributor License Agreement)
