Jobs fail if too many need mounts at once #321

In a test, 26000+ / 200000 jobs failed due to "mounting of remote file system(s) failed".

With ~40 jobs running, new fails for this reason happen every few seconds!

This could be a per-user fuse limitation, but then some kind of work-around is needed.
