Add a setup.py to make it easier for packagers to build the software #180

There's an old setup.py https://github.com/radfish/ZeroNet/blob/setuptools/setup.py that should be easy to bring up to date, that would make it easier for packagers. If you added it, you might be able to get it accepted in a Gentoo overlay such as leycec/raiagent#101 This would help get it tested and used.

This Py version is process of depreciation in favor of https://github.com/canewsin/zeronet-rs, except security issues no dev will be made here.
