track external test sha

External test has test.properties files, which set github repo url and tag_versions. As #5818 moves sha collecting as part of make target shaInfo, this can be implemented in getSHAs() in [getSHAs.sh] (url)

External test dynamically generate the Dockerfile, getSHAs() can check if there is Dockefile generated ( will run tests) check test.properties to get the sha infor.

Edit: Checking generated Dockefile* may not be necessary at all. if test is running can just checking JVM_TEST_ROOT for those information.
