Split out from #5127 (comment) since that issue has been closed.

There is a failure on the vagrant Solaris/x64 machines due to the dhcpagent on the machine blocking port 4999. This causes sun/management/jmxremote/bootstrap/SSLConfigFilePermissionTest.sh to fail as it tries to use the port. @steelhead31 reported that he was able to stop the DHCP agent and get it to pass but when I tried the same it killed connectivity to the machine.

We either need to stop the dhcpagent from running on that port, or exclude the test.
